German WWII ships plaque?

Hi, recently I was clearing out my dads garage and found a box with some of my grandads belongings.   In it I found this.  Its 8 inches across and is solid brass.  After the war my grandad worked in Rosyth dockyard and was involved in the breaking/salvaging of some german naval craft.  I have no idea what this is or whether it is related in anyway but the gothic 'R' suggested a German origin.  It may even be earlier than the 1940's as there were also a couple of my Great grandads items in the box.  Any ideas?

I am not sure but I think this is a letter B not an R.  As for what this could be, I am not sure.
